On September 1, 2025, Ukraine’s Law on Lobbying came into force, marking a milestone in reforming public policy and aligning the country with European transparency standards. At the same time, the National Agency on Corruption Prevention (NACP) launched the Transparency Register — an open online platform ensuring public oversight of lobbying activities.
As of today, 52 lobbying entities are officially registered, including the international consulting firm SIC Group, which has been active in Ukraine and the U.S. for more than nine years. Partner Kateryna Odarchenko, a well-known GR expert and political consultant, has been promoting ethical standards in government relations and supporting businesses in building effective communications with policymakers.
SIC Group also partners with the Ukrainian Association of Lobbyists and GR Specialists, which is not listed in the Register but has played a key role in shaping the legislative framework. The Association initiated the draft law on “Public Advocacy,” organizes educational programs, and cooperates with international organizations, including IGAPA — International Government Affairs Professionals Association.
The launch of the Transparency Register opens a new chapter for lobbying in Ukraine — making it legal, accountable, and accessible to society.
