My tenure as Mayor of Tupelo and my recent appointment as the Regional Administrator for the GSA under President Joe Biden’s administration have afforded me a comprehensive perspective on leadership and exceptional talent, qualities Ms. Odarchenko embodies. Kateryna, a distinguished political strategist and partner at SIC Group USA LLC, has demonstrated exceptional skill and dedication in her field. Her leadership at the non-profit “Institute for Democracy and Development ‘PolitA’” is commendable, significantly contributing to democracy building and campaign management. Her expertise is evident through her impressive portfolio of over 500 publications focusing on transparent public administration, campaign management, good governance, and civil society development. Her notable achievements include authoring the “Election Game” handbook, a pivotal resource for politicians in Eastern Europe and Central Asia. This handbook plays a crucial role in democratic institution-building and election
control.

Furthermore, her initiative in proposing several bills in Ukraine concerning democratic elections, women’s rights, and the strengthening of institutions showcases her commitment to democratic values. Kateryna’s advocacy work on Capitol Hill, especially for Ukraine, has been instrumental. She has been a key figure in bridging understanding and support between the United States and Ukraine, demonstrating her exceptional ability in international relations and policy advocacy.

Additionally, her contribution to IGAPA.net, a community of political campaigners and government relations professionals, has been invaluable. This platform has become a cornerstone for professionals in the field, thanks to her vision and leadership. Her extensive experience in cooperation with media in Ukraine and Eastern Europe, along with her contributions to American think tanks, further illustrate her extraordinary abilities in the realm of international politics and policy.

In conclusion, Kateryna Odarchenko is a remarkable individual with skills and achievements. It is my
firm belief that her continued work in the United States will be of great benefit to her field and the broader international community.

Sincerely,
Jason Shelton,
Regional Administrator, GSA
